Upgrading Rails version in Qubole Tiers to v5.2.1 for POD Nova/Galaxy on eu-central-1.qubole.com

We are upgrading Rails from v4.2 to v5.2 in the Qubole Control Plane. There will be no change in Customer tier. This will ensure that the Rails infrastructure in the Qubole Control Plane is upgraded to version 5.2. Rails community actively contributes security patches to this rails version
Also we do not expect any impact during the change and we will be closely monitoring the system during and after the maintenance.
